Underwrite the block, not the brochure.

The pro forma says what the seller hopes; the county's roll says what has happened. Seven roll years with the sale that reset the base, the priced transfers on the same streets, the hazard layers that decide what a building costs to insure — the facts a thesis is made of, none of them scored for you. Oakland publishes no permits, so what is being built next door is not in this one.

The questions it answers

The sections that earn their keep

The building on the county rollAlameda County's assessed land, improvement and net value across seven fiscal years, the exemptions on it, and the date of the last recorded document. Under Proposition 13 the run is a staircase that breaks on a sale, and the report shows the break.
What was reported on the blockPolice incident reports, 311 service requests and parking citations within the radius, by year and category, each against what an average Oakland area of the same size records.
What is coming nearbyThe approved pipeline within your radius, in net units, before it is cranes.
What changed hands nearbyThe priced transfers the county recorded on the parcels around it, with the middle price and the range. California discloses no sale price; the figure is the value the documentary transfer tax was computed on, and the window is closed at both ends because the county published a snapshot.
What is standing on itThe city's own building footprints for the parcel: how many buildings, what kind, how many storeys, how much ground each covers, and the name it goes by. The county roll carries no year built, no floor area and no storey count, so this is that half of the record.
