- Development Services. The department that issues the permits, and the place to ask about one.
- Community plans. The city's own profile page for each plan area, which decides more about what may be built than the base zone does.
The region and the county
- SANDAG. The regional agency whose services carry the address register, the parcels with their assessed values, the zoning and the hazard layers.
- The assessor. The county's Assessor, Recorder and County Clerk, which is the authority on a parcel's value and its recorded documents.
